The CSI-Thermal Program defines disadvantaged communities as "a community identified by the California Environmental Protection Agency (CalEPA) pursuant to Section 39711 of the Health and Safety Code."

CalEPA's Office of Environmental Health Hazard Assessment defines a disadvantaged community as "the highest scoring 25% of census tracts from CalEnviroScreen 3.0", as well as "census tracts that score in the top 5% of CalEnviroScreen's Pollution Burden, but do not have an overall CalEnviroScreen score because of unreliable socioeconomic or health data."
